lmo and employer 's financial question...?

hello friends can you help me in this 2 questions...
how can canadian government judge the employer if they are capable or not in financially for live in caregiver programme?
if someone wants to sponser me in live in caregiver programe but he/she needs caregiver so soon in that case can he/she hire another caregiver temporarily? if yes .at the same time can they do process for LMO to me?

The employer must demonstrate they are financially capable by providing their tax return statements. Their tax returns show how much money they make and prove they can pay your salary.

If the employer hires a caregiver temporarily then I think it will be difficult to get your LMO approved since they were clearly able to find someone for the role without having to hire a foreign workers.

but may be they can say that they want from same homeland so parents can understand..
