LMIA- NO PD7A

Hi members,

I have a question regarding applying for LMIA.
If an employer has never hired an employee since the start of his business. ( Basically the owner works with his wife)
Can the business be still allowed to Issue LMIA, Is the Business Legitimacy documents be considered incomplete by ESDC without PD7A? what can we attach in place of PD7A.

PD7A is one of the documents but not the only document. There are other documents which can prove business legitimacy.
