Ask U of Ottawa. There are very few scholarships for international students unless at the Masters or PhD level. You need to look at scholarships from within your country/region.

The university has a list on their website. Very few for international students so look at regional scholarships in your country.

Amen to positive response though I have not heard from uOttawa and is kind of making me worry considering that you have had your offer from 1st week in March.
I applied for the llm course based.
As for the external funding, I know of UK schools but I have not seen any for Canada institutions.
