Hello,

I am from Montreal but have been living outside of Canada for the past 4 years (although I think I am still registered in Montreal). There a lot of questions/forms that reisdents of quebec do not need to fill out. Should I not fill them out because I am from Quebec and plan on moving back? I tired calling immigration quebec but they said I had to ask cic and I cannot reach them because I am not in CAnada. Thank you!
 
If you are planning on moving back and you will be a resident in Quebec when you go back then you apply as a Quebec resident. This means that if you are the sponsor you have less to fill out for CIC but then you also have the application to do for Quebec after the CIC sponsorship stage is assessed.
