To apply for a work permit you need a full time job offer from an employer in Canada and that employer must obtain an approved LMIA. The LMIA process requires the employer to advertise the job for at least a month to prove no Canadian could be found for the role. They must also pay a fee and wait several months for the LMIA to be processed with no guarantee of approval. Generally speaking, it's extremely difficult to find employers willing to go through the process.

Canada has a number of permanent residency programs and your friend will have to research them to understand what it takes to apply. Detailed information can be found here: https://www.canada.ca/en/immigration-refugees-citizenship/services/immigrate-canada.html

To be honest, for someone with no Canadian spouse that can sponsor them, and no secondary education or skilled work experience, the chances of being able to stay in Canada on work permit or eligible to apply for PR is slim to none.

They would at a minimum probably need to gain necessary education (in Canada or some other country) before they could even look at getting a work permit here.
