After mailing my paper application, do I need to wait for an email that my application is registered before starting to link my application?
I am not able to link my application after 12 times of trying. I haven't received any email for my paper application yet.

Yes, you have to wait for the first email from IRCC, usually 30-90 days after delivery;.

The first email will include the application number (begins with F...) that you then use to link to an IRCC account. I did link my application last week.
