Link Paper PR application to online account

Hello All,

I got an email fro CIO,NS yesterday to link my paper PR application to my online account. I have been trying for the last month or so to do that but everytime I enter all the details it says in the end that the search does not match any applications. Please help how to do that. I do not understand why CIO would want me to link.
