Light Brown envelop with Visa stamped Passport and COPR

Hi Comrades! After approximately 3 years, 8 months and 15 days I finally and mercifully got my Visa and COPR today. There is a brown colored envelop in the package with my name, file number and my visa officer's name on it. I am wondering what is in this envelop. Apparently the envelop seems to be empty but I am wondering why would CHC London send me this empty envelop Anybody has any clues? Should I open this envelop or not?

The envelopes could be provided for you to keep your passport/COPR in it, for safety.

Finally I opened the envelop. And lo and behold it was empty and there was nothing inside it.
