can a person who is not a citizen and does not have a PR card Write an invitation letter for me?

She is working in Canada, working for the government. Having a diplomatic passport of Pakistan. With her family.

Her financials are more than sufficient. I have travelled twice to USA, still having the 5 years business / visit visa valid till 2019. I even had a Canadian visit visa back in 2013 but didn't go to Canada. And it expired.

So can she wrote a letter for me inviting me for a stay of 3 weeks?

Or the letter must be from a citizen or anyone having a PR CARd?
 
there is not any matter if she send you a letter or not , because she is not a canadian citizen or permanent resident card holder , and she will not a tax payer. so no any plus point from her letter.

This is incorrect. you can be a taxpayer without being a citizen or a PR.

An invitation letter from anyone with valid status in Canada should be fine, so long as they can demonstrate their financial ability to support you if required.
 
Exactly. She's a tax payer and earning way more .. Because she's working for the government.
