So I don't have a job offer in Ontario and neither do I know anyone there. Do I need to submit a letter of intent? I know one friend there in Missisigua (not sure if I spelt that right :p ) but he is neither PR not Citizen. Should I mention him in letter?

You can mention your ability to adjust to the work and social lifestyle in Ontario, based on your experience and language skills. You can also research your specific field of work and provide job trends and prospects to show that you can easily get a job in Ontario. Other than that, just mention as many reasons for your interest in staying in Ontario as you can.
