Quaziasim, there is no need to re apply at this point of time, i have seen some cases on forum with the same problem and when they wrote to CHC, they were sent the letters again. Send a case specific email to your local CHC explaining that you never received a letter asking for documents and show your concern that you are still desperate to immigrate to Canada. Post can be lost and it is international phenomenon and CHC is quite aware of that. They post the letter through normal post which has chances of getting lost. You will have to do this as soon as possible, write and send an email and also post a letter to them as well.

You did a big mistake in not sending a email to them after 2 months of filing application and knowing ur status. You can reapply again if ur NOC is still on the list.
 
In my opinion there is no harm to send an email to chc,what can they do more than a refuse.so dont hesitate and send an email explain them what was the prob

write back to the one who who sent you the rejection letter, as soon as possible and track it so you can be assured that it will reach the right person...

where is your visa office? try asking the forum mates who have same visa office with you, am sure they know the email add, and make a follow up letter/send the same, explaining your case...
