Yes, unless they have been updated or revoked, treat them as dependable. Just because they are old, it doesn't mean that IRCC are not still using them for current operational purposes. Do you have a specific one in mind?

How do you if it is revoked or updated? I specifically wanna know if following are still applicable :
* Operational Bulletin Operational Bulletin 194 – June 1, 2010 (there's two of these, OB194 & OB194A. OB194A doesn't say expired)
Clarification on the eligibility of combined programs for the Post-Graduation Work Permit Program and the last semester of study
* Operational Bulletin 193 – April 12, 2010
Application of the 90 day bridging period for study permits and off-campus work permits and clarification of full-time versus part-time studies in the final academic session before graduation for issuance of off-campus work permits

I'm in my last term of school and I only need 2 classes to graduate which makes me part time so I just wanna confirm that I still can work and work between the period of end of classes and applying for PGWP.
Agreed if does not say modified or expired that something is current but I would add that most if not all web pages should all come with a 'health warning' given most organisations put so much information on the web that it is an impossible task to ensure everything is current. Yes someone could read a bulletin and assume it is valid but ultimately it is what happens at the time of processing an application is what is important and even if someone quotes a bulletin the VO word tends to be final.
