Hi,

My wife lived and worked in Lebanon for a little over a year in 2014 and 2015. She is a US citizen and has no relatives in the country. According to CIC's own website, the only way to get the report for a non-citizen not living in the country is (https://www.canada.ca/en/immigratio...l-police/police-certificates/how/lebanon.html):

You should assign a relative (spouse, sibling, parent, or child over 18 years of age) who is living in Lebanon power of attorney and ask them to submit a request letter on your behalf to the commander of the judicial police. They must apply in person.

Which is impossible, since she has no relatives living in the country.

We tried to contact the Lebanese Embassy in Washington, which initially said it would be possible to get the document but hasn't responded in weeks after we sent our application. Additionally, Lebanon is currently undergoing a big political crisis with massive demonstrations and changes in leadership, so who knows what police services are actually functioning...

We are expecting to get the ITA on the next round (511 score) and this is the only document we are missing. Would a LOE explaining our situation be enough, or is there a big risk that our application would get denied because of this?
