Leaving Canada without receiving PR card (Urgent Please)

Hi

my brother in law is inside Canada as permanent residence from May 2015 and till now they didn`t get the PR since they asked for different photos.

Now he wants to leave Canada for emergency reason, what he has to do and how he can come back again without PR card.

He has the landing proof paper, and he did his landing in Quebec but he lives in Ontario.

Depends what passport he holds. If he holds a visa exempt passport, he can return on his passport alone.

If he holds a non visa exempt passport, the he needs a travel document or PR card to return by airplane. Alternatively he could fly to the US and re-enter Canada by land in a private car using the COPR.

he is holding Egyptian passport and doesn`t have US visa.

is it easy and acceptable to apply for a travel document from Canadian embassy? they will not tell him why you left Canada, or you can`t go back!
