I know that dual citizens need to have a Canadian passport/authorization to come back to Canada via air. But my question is do you need a Canadian passport to leave Canada as well or you can leave it on your country of origin passport.

My mother in law is sick and my wife might have to go back to my home country to take care of her, Can she go after a virtual oath ceremony without receiving the Citizenship certificate/passport or PR card.

I assume once the oath ceremony is done she will become a citizen and will not remain a PR.

My 2nd question is Can she get her first Canadian passport in her home country and then come back. I can courier her the original Citizenship certificates to get the passport from the Canadian embassy in the home country.

No - you don't need to have a Canadian passport to leave. However she would need to have a Canadian passport to return - unless she flies to the U.S. and enters Canada through a land border.

She can apply for a passport from outside of Canada: https://www.canada.ca/en/immigration-refugees-citizenship/services/canadian-passports/new-adult-passport/apply-how.html
