Can a person leave Canada when his/her work permit expires, come back as visitor then apply for permanent Residency under CEC if qualified for program whiles in the country as a visitor. This would avoid overstaying your time in the country, risking any rejection of a new LMO and instead grant an automatic new 6 months. Can it work? ::)

Yes, you can do that, but you will not be able to continue to work as long as you're a visitor. Chances are that
the processing of your application will take longer than 6 months and you'd have to apply for an extension for
your visitor permit in the near future.

May I ask, when does your work permit expires?
And, when do you plan on applying under the CEC?

Next month and I plan to do it as when I leave Canada or maybe put in the application before leaving then come back to get a renewed status.

you need 12 months work experience while on valid work permits... as long as you have that you can apply from inside or outside Canada, it makes no difference.

if you could get your application in before your work permit expires you would be able to apply for a Bridging open work permit (BOWP) once you have your Acknowledgement of Receipt (AOR), but it sounds like it could be tricky in your case.

Next months what? Your work permit expires next months, or you are going to apply next month?
You might be eligible for an open work permit, if you apply for PR and receive the AOR before your
current work permit expires.

More information here: http://www.cic.gc.ca/english/resources/tools/temp/work/prov/bridging.asp
and make sure to check the eligibility criteria for the CEC here: http://www.cic.gc.ca/english/immigrate/cec/apply-who.asp

Why is that? Is it common?

If you check > http://www.cic.gc.ca/english/information/times/perm-ec.asp
the posted processing time is still 13 months. Current applications are being finalized withing 6-8 months,
but no one knows the processing times of future applications.
So all I'm saying is, that the OP might have to apply for an extension if the application
is not finalized within the 6 months of his visitor permit.

And, visitor permits are issued for UP TO 6 months, if the officer at the border decides to issue
for a shorter period, thenthe OP would have to get the extension even earlier.

Thanks Guys! I know but i'm just scared of like being rejected for one of those like the bridging work permit ,or an extension due to a friend who case was similar.I am just thinking it would be safer and easier to leave and return as a visitor and then while the application process and then apply for an extention of my visitor visa during the course of the 12-13 months or however long it takes.
