CIC office stopped issuing AORs, just because once they started giving AOR they have to follow strict guidelines to finish the application in certain timelines so they dont want to take that chance so they playing safe game stopped issuing AORs, as per my knowledge Issuing AORs will be least priority for citizenship office as they simply tell all of us later we didnt take your application in to our database hence you are technically not an accepted applicant ............Lol....

1. There are no "strict" guidelines when application must be completed. An AOR is just when the application was opened.

What are processing times?
Processing times tell you how long you can expect it will take us to process an application under normal circumstances.
A processing time starts the day we receive an application and ends when we make a decision. If you apply by mail, the time starts when your application arrives in our mailroom. If you apply online or in-person, it starts when you submit your application.


Processing time has nothing to do with them issuing AOR or any document or clicking an icon in their PC. It starts from the date they signed and accepted our package in their facility.

Noticed that even some of the febs applicants got their apps returned due to missing information but many January applicants haven't received AOR yet... My assumption is that things are in the works and all of a sudden people will get AOR etc.

I agree, AOR starts the clock. I don't think CIC will issue any AOR's for applications received from April-2020 onwards, atleast I don't expect AORs before Jan-2021. So technically don't expect citizenship process to be completed before 24 months.

I agree, AOR starts the clock. I don't think CIC will issue any AOR's for applications received from April-2020 onwards, atleast I don't expect AORs before Jan-2021. So technically don't expect citizenship process to be completed before 24 months.
But when there is no obligation to complete within a specific timeframe, start/stop clock itself is not applicable. The easiest thing they can do is to process the incoming/pending applications as they cannot arrange and spend time on conducting tests and oaths. So its logical to spend time in processing new and pending applications and keep ready while they plan to arrange tests and oaths in covid situation(before vaccine/cure available).

I doubt that they would stop issuing AOR for longer time. I hope so but will see, we never know how cic decides as they used to take 2 years earlier anyway hence its much possible.

I applied beginning of March, and I haven't got an AOR yet. Yesterday, I called IRCC, and they told me that due to Covid-19, all applications are slowed down, and they don't have a timeline. I have been told to check back with them in a couple of months in case I still haven't heard anything from them.

Patience is the key word. Vaccines will take 24 months or more Doctor Naidu.....AOR is just nothing. Stayin alive and breathing is more important than AOR.

Well I applied for citizenship 15 months ago and I am still waiting for a test invite.

The AOR does not start the clock. The clock starts once the application is received at the mail office. I applied in April 2019, and when calling in January 2020 I was told to wait until April at which point they could look into the matter (I'm waiting for the oath at this point). My AOR was issued in late June.

Of course, all bets are off now as they can no longer stick to the 12 months and delays must be expected.

Most are not affected by getting citizenship faster. It seems as though you have already moved away or want to move out of Canada so certainly not a reason that the government should/would speed up applications.

That is quite the assumption. Citizenship affects a persons rights in the country, e.g. in terms being able to vote or political party membership.
