Hello,
I have 4+ years IT experience with NOC 2171 living in the US at the moment. I am trying for EE as well as another province.

1) Can I still apply for QSW program?
2) Are there any good online French classes in US or India that helps me get up to speed with French in 3-4 months?
3) How long is the backlog for QSW at the moment?
4) How much of time I have to clear the French exams and qualify myself for QSW

You may apply for Express entry or another province, but you must withdraw your EE profile when CSQ is being issued. Same thing for another province. Alternately, if you get an EE invitation, you must withdraw your Quebec CSQ application.

Applications are likely to open very soon and if I had to guess, the 6300 spots will fill up very quickly, so you really don't have any time to learn and take French exams. That being said, it never hurt anyone to learn a new language. I have just delved into learning French myself and I am doing it entirely on my own.

No one really knows how long it will take for CSQ to be issued under the new regulations. According to their website, total time for people from the US is roughly 4-13 months. They prioritize applications based on French Skills / area of training / geographical origin / LMIA job offer. So if you fall in one of these categories, your application will get a preferential treatment over others. Every case is different. Sow your seed and go live your life. Don't let immigration stand in the way of your other plans. There isn't a pot of gold on the other side. Quite the contrary.

As for as i know here are some answers of your all questions one by one

1. Yes you can submit both applications at same time but after getting EE or QSW first you need to withdraw another one.
2. At the time of submission of documents , French is not mandatory but it will an edge if you learn French.
3. QSW is going to open soon may be from next month but Quebec Immigration Govt. will launch an online tool to accept applications this time and i have fear applicants will submit applications very fast so try to prepare your documents in meanwhile.
4. for QSW if you want to get points you need minimum b2 level French at the time of submission of applications and i really don't know how much time to learn b2 level french(Intermediate knowledge i guess)... may be any other senior can answer this question.

Thank you Lammawitch for the links. However, I have had seen these while exploring the Quebec immigration site. I feel that these courses are offered for intermediate or Higher level studies. I am a beginner and looking for some good source/material online. There are some sites that do offer the course but I would appreciate some advice in case somebody can suggest any online course taken and felt good.
