Hi! I would like to ask if it is still necessary to take IELTS even if I already have a post-graduate degree from a US university? We are applying for express entry program for Canada. I'm torn between taking the IELTS or not since some people say I don't need to take the language test and others say I still needed to. Please, if you have some idea, let me know. We are planning to submit our application by the end of this year. Thank you!

Yes, you need to take the language test. Everyone does, even if they attended an English-speaking higher institution, or are from a country where English is the official language. I attended a US university AND am from an English-speaking country, and I still had to take it.

Please note as well, that submitting an Express Entry profile is not submitting an APPLICATION. It's just submitting an Expression of Interest. You won't be able to submit an application for permanent residency until your receive an Invitation to Apply (ITA) after submitting an Express Entry profile for consideration. (Receipt of an ITA is dependent on how high your ultimate CRS Score is).

If you fail to take a language test - your PR application will be automatically refused. Nothing to be torn about.
 
You don't have a choice. The language test is mandatory for everyone.
