Does anyone know if a Master's degree (M.Ed.) from the University of Victoria (UVIC) is sufficient for proof of language?

Yeah. Looks like it should be fine based on the requirement indicated above.

Degree has to explicitly mention that the course was taught in English language
Either get a letter from the University for it or take the IELTS/similar test (General and not
the academic one)
At the time of PR didn’t you provide the IELTS ? If yes, you can include the same even though it may have expired

No, if one specific format was necessary, it would have been mentioned in the official page.

So, if not from a country where its obvious the curriculum was in French or English, you need something explicit from the university saying what the language was. How it looks like doesn't matter as long as it's conclusive.
