So! I'm currently in Montreal.. There's quite a few borders that are 45minutes to a few hours away..

I'm thinking I want to take a day and go to plattsburg and land on the way back.. How do I go about scheduling that? Or can I just come across the border and risk the chance of them turning me away?

Do you actually have your CoPR in hand?

If so, then simply cross the border as you say, come back in to Canada and tell them you want to declare PR and hand them your passport and CoPR. Very common thing to do called 'flagpoling'. No need to book any appointment, just do it. Canada cannot and will not turn you away if you have your CoPR.

Someone else on this forum recently did precisely this, but from Embrun (nr Ottawa) crossed at Cornwall then back again.

Perfect! I do have it! Received it this morning! I've been in Canada for 2 years "visiting" and i'd like to move forward so I can apply for insurance!

Health Insurance! I need my SIN and Card
For SIN number, once you have landed and got your signed and stamped copy of the CoPR, trot along to any Service Canada office with the CoPR and passport and ask for a SIN number, they will do that then and there. SIN is handled at Canadian federal level.

So I assume you are planning to reside in Quebec (medical insurance is province by province and each have different rules)? If so, then there is a 3 month wait period before Quebec medical insurance is effective, but AIUI, it is 3 months from the date you register, so I would register immediately you have formally landed. There is evidence and documents you will need to supply. See here for how to do it:

Just a note: if you plan to spend the day in the US and come back, you actually won't be flagpoling at all. Just tell them you'd like to land when you re-enter Canada. Flagpoling means you leave Canada for the express purpose of landing and they essentially "turn you away" at the US border so you can immediately re-enter Canada and land. Spending the day in the US and landing on your way back is just landing :)
