So I got my passport with the Resident Visa in it - along with the paperwork. I noticed that the paperwork DID NOT include a Personal Effects Accounting Document. I think I do need to fill one out when landing ... right?

You need to complete a B4 for Goods accompanying and another B4 for goods to Follow, if you have any. http://www.cbsa-asfc.gc.ca/publications/forms-formulaires/b4-eng.pdf

As per PMM, I landed in Oct, 2010 I created 2 MS Excel lists with the Standard B4 caption on top. My goods accompanying list itemized everything I had in my current posssession (stuff inside my car, in cluding my car as well) and the other list were the items that I shipped. What was great about the goods to follow list is my family bought be alot of household items that I was able to list even though they were not coming at the same time. Hold on to those lists when you land because you will need to show them to the customs officer when you clear your belongs. The stamps placed on them are important esp when importing a vehicle.

Do you also list your things that are in Canada already? Mostly I just have clothes here, but I do have some musical instruments and sports equipment like skis and a bike that are here already. They will stay here of course, not going to bring them back over the border again. But just wondered if I list them too?

I landed in March prepared all the list but at the custom the officer asked if I got the serial number of the items which I shipped and coming later or in a case that there is no serial number if I got a picture of the items! I didn't have any of those and she said to submit the list later to the local office with the serial number & photos....

No need to list what is in canada already just the things comming with you and the things on its way. Yes I did have all serial numbers listed. And give yourself time to retrieve your stuff. it took customs a full week to find my crate
