Landing process - how to declare goods?

Hello!
During the landing process, when declaring which goods you will be bringing into the country, do you need to have filled out of the B4 form (http://www.cbsa-asfc.gc.ca/publications/forms-formulaires/bsf186-eng.pdf) or is it fine to just have all the goods with their respective values typed out on a regular paper?

And if we’re alredy living in Canada (ie. student) who brought their stuff in already.
If we’re flagpollinrg. We basically won’t be bringing anything in?
So no need for a B4
