If you are in Canada and applied in Canada, yes, you need one.

Outland applications can get one if they are in Canada or defer their landing, but it isn't the norm.

- - OKAY so they will ask some questions to see if your application is real? like no marriage fraud ...

inland~~~
All inland applicants will need to attend a landing interview to receive their COPR.

I think they will require your sponsor to be there as well. They ask pretty standard questions. I think they are similar to those below (not exact wordings).

Have you been denied entry to Canada?
You have any dependent anywhere in the world.
And if you have ever committed any crime.

They may ask your sponsor if the relationship is still on-going. But some didn't get this question.

If you get to this stage, the application is pretty much approved. They normally do not do more relationship evaluation at this point.
