Landing - Indian citizens and transit visas through the UK

Hi,

Are Indian citizens exempt from applying for a transit visa for stopovers in the United Kingdom if they hold a Canadian PR entry visa? My husband is an Indian citizen and we are looking at flight options from India to Canada. The travel agency he is using has advised that he does not need to apply for a transit visa if he is entering Canada.

My understanding is that you should be OK as long as you meet the conditions listed.
