Landing in Vancouver, while destination in CoPR is Montreal

we are going to land in Canada as a family of 3. Our category is Quebec investment. It says "city of dest. Montreal in our CoPR. (Category NV5 in CoPR, and IM-1 in our visa).
But we prefer to land directly in Vancouver (and live at least a few months there). Is there a problem?

Yes that is a problem. You could lose your PR if you do this. This is also why Quebec investor program will likely close soon. Quebec investor program requires that families relocate to Quebec. Would suggest reviewing the requirements of the Quebec investor program.
