Is there any issues if I land in Quebec and then move to ON few weeks later? Will I be considered as Out of Province Resident in ON or as a Normal resident, given the fact that my port of Entry was in QC

How did you obtain PR? Was it through the Quebec program? If so, you'll want to provide a Quebec address for the mailing of your PR card or you could run into issues landing.

Other than that you can live wherever in Canada you want. (This is a right guaranteed by the Canadian Charter) There is no distinction made based on where you land. PR is a federal thing. (and all PR's are equal.) Provincial residency exists in only one form and is based on where you keep your primary residence. If your primary residence is in ON then you become an ON resident. There is no distinction on your "level" of ON residency based on the fact that you will land in Quebec.
