Landing in Canada with approved COPR in rental car

Will I be able to rent a car from USA for first time entry into Canada with my approved COPR. I have lot of luggage and I thought I wont be able to fly. Please let me know if I can rent a car to carry all my luggage and return the car in Canada.

Any rental company is fine. Go for the cheapest one. Go to priceline or carrentals.com to compare.
