I live in Edmonton. Though Carway is closer to me, I decided to go to Coutts as I had a bad experience at Carway few weeks back.
I reached at Coutts about 8.30 PM. Note that immigration services is open at Coutts until 11 PM. I went US border booth directly. Got my turn after about 15 mins wait. Told the officer that I want to go back to Canada for immigration. He took my passport and asked to park the car to wait in the lobby. I waited about five minutes in the lobby. Another officer came, returned my passport and refusal letter. He told that is informal refusal. If I apply US visa in future I do not have to mention this. Then he guided me back to Canada site.
I got my turn on the Canada side after 10 minutes wait. I told the office I want to do my immigration. He took passport and returned them with a yellow slip. Asked us to go to the immigration booth inside. Inside I found many booth with different signboards. One of them was immigration. One officer was sitting there. I went directly to team. I figured out I am for landing and directly asked to give me all papers. I gave passport and COPR. He asked about my status and status proof. Then he asked me to sign on COPR and asked to wait. After 15 mins he called and told I am PR of Canada now. Returned my passport with COPR attached. Explained me about few things about PR (like new SIN, when to apply citizenship, what can make me loose my PR status). Officer was very courteous and polite.
That was all...I headed to Waterton to enjoy the next day.
If you are trying to decide between Carway and Coutts, I would definitely recommend Coutts. Much bigger office, open for longer hours, dedicated immigration booth/officers...
