I don't understand your question. If you're talking about meeting the RO, it is based on your landing date (that you officially landed as PR) if you've been a PR less than 5 years when you apply for renewal.

I landed on 2007 and obtained my PR 2012. In 2013 Aug, I left and came back on Aug 2016 up to today.

You can only include time from the date you became PR. You cannot include time before you became a PR.
