Landing at Rainbow Bridge- Do I need a US Visa?

I generally need a visa to enter US. But at the time of landing, if I don't intend to enter US, do I still need to get a US visa?

If you step a foot on US soil you need a US VISA. It doesn't matter if you will only be stayin 1 minute or a lifetime, you need a VISA to enter the US regardless of intentions, stay time, etc.

Yes I know that. But as I said, I wont be entering US. I just wanna land as a PR. So with all this being said, do I still need a US visa?

No you don't. You will get an admin refusal from US border and then go back to Canada border.
