Just an FYI to anyone that may land here. If you don't have a passport photo to accompany your COPR, they will take a free passport photo for you at this office when you land. I know your photo should be attached when you get your COPR to land, but if you had a screw up with the VO sending all the documents to the wrong address like we did, or your COPR got lost in the mail and they issue you a new one....and you happen to forget a passport photo...they will do it there.
