Landing as a PR inside Canada

Hi, is it true that during Covid time, Canada has simplified the PR landing process for people who are already in Canada?
I.e. they no longer need to submit their original country's passport to get an "immigration visa", but instead they will just receive an approval letter online and all they need to do is to submit all the required info and photo via an online portal and they will receive their e-CoPR and then a physical PR card?

Yes, that was the case. I personally went through that process a couple of years ago.

I don't know if this is still the case.

A quick search will tell you that inland candidates still get a portal 1, portal 2, and eventual eCoPR - they are never asked to send their passports for stamping.
