Landing and driving ticket

I am going to land in a few month, However, I got a ticket for expired tag on my plat in Canada but later on they dropped the charge, Should I declare this as being "charged with offence" when I am going to land?

I'm fairly sure they are asking about criminal offences, not tickets.
