I am a Canadian married to a French citizen. My husband came to Canada after our marriage in Nov 1999 and applied to immigrate, obtaining his landing papers in Sept 2000. Personal circumstances moved us back to France in Sept 2001 where we have lived and worked ever since. We are now considering moving back to Canada with our two children (French/Canadian dual citizens) and wonder if we have to start the epic process again or whether the new PR card and rules could save us from that? He meets the criteria of 'accompanying a Canadian citizen' spouse...' but I wonder if the fact that when we left these new rules weren't in place would affect this. And whether the fact that I have been a Canadian but non-resident during that time means we don't qualify?
Any experience or advice would be much appreciated. It seems a tremendous waste of time and resources for all to have to launch the whole process anew.

1. No, as your spouse was accompanying a Canadian citizen abroad, he has retained his PR status. He can either apply for a travel document at Paris if he really wants to feel secure or return to Canada with proof of his PR status and proof of your citizenship. I assume you have got the proof of citizenship for the children.
