Land in Quebec?

I'm sorry..I'm asking this question on behalf of my friend as she's not a member on this site.

Now she recieved her PR visa and is planning to land soon. She's currently in Ontario as a visitor visa and will go to Cuba for travelling. On the way back, she'd like to land to be an official permanent resident. However, her flight from Cuba will arrive in Montreal airport. Can she land through Montreal Trudeau airport as she's not gonna be a Quebec resident?

Is she travelling from Europe? Yes she could land in Montreal but It would be better to use an airport in Ontario .
