I sent email to embassy (good conduct email) two times and no reply. Hence I submitted to IRCC the clarification letter attaching the copy of the emails sent to Embassy. Also informed them that if required, I can send the original received certificate to IRCC, when requested. Waiting for their reply. Hope they will accept the clarification since its genuine and I have attached the emails sent to them along with courier delivery details, copy of demand draft to embassy etc.
Also i wrote to them that I cannot request another Good Conduct certificate as my current certificate is valid until March 2025.
Just send an email to consul@kuwaitembassy.ca and they respond within few hours. They responded to my email saying; you don’t need qr code, your certificate is stamped by the embassy. Their email is very clear evidence that my certificate is issued and stamped by the embassy.

Thank you, This is what I wrote in the explanation letter that the result is mentioned as "No Criminal Record" and attested by Embassy, which is a clear indication that the document is sent to us from Kuwait Authorities. Also kept the courier delivery proof that the document is sent from Ottawa to my place.

Anyways I have also send now an email to Kuwait Embassy email id. (Consul). Lets hope it is accepted. Thanks.

I have the same issue. All certificates issued by kuwait embassy are like that. Incomplete QR code. I emailed the embassy after I got the certificate to ask them why the QR code is not complete. They responded to my email saying this is how the certificates are issued by the embassy. So in case IRCC asks about the QR Code, I can show them the emails between me and the embassy. Did you email them ?!

(I am sorry to ask this question in this thread. I am confuse and needed some help )
My current country of residence is Belgium. I have been staying here for the last two years. I obtained my PCC in October 2024, but in December 2024, I had to travel to India for a couple of days. Will my Belgium PCC still be valid for PR submission

No.
Now I have got the reply from Kuwait Embassy that this is how they received the certificate from Ministry of Interior, Kuwait and they have attested it as part of authentication.. I will attach the copy of their email with my clarification letter. Hope it works fine.

Hello, I worked in Kuwait for 17 years and then migrated to Canada on PR.
When I moved to Canada, I applied in Kuwait PCC, but I applied again for the most recent one to bypass the IRCC requirements.
For Canada Citizenship, I needed PCC Kuwait again, so I applied for myself and my spouse via email first, then by hardcopy, and after 4 days, I received a Kuwait Police certificate with backside KD20 stamps attested from the Kuwait Ambassy in Ottawa that valid for 6 months

Do you or anyone else in this thread know if we need the letter from IRCC to apply for the good conduct certificate? On the official IRCC page it says IRCC will send me a letter requesting a PCC that has to be sent to the Kuwaiti consulate in Canada but our application was returned incomplete with a missing Federal Police Certificate. We included a letter of explanation but it seems they ignored it.

Additionally, the period for the good conduct certificate was from over 10 years when I turned 18 and lived in Kuwait for 7 months before moving to Canada. So not sure how relevant this PCC will be. If anyone has been through something similar and can offer some advice I would very much appreciate it.

You can apply online for Kuwait Police Certificate, and the validity will be determined by the Kuwait embassy in Canada. Cost: $120 + postal cost vice versa to you and the embassy. Ottawa time takes maybe 2-3 weeks, OR your family can apply in Kuwait for a GOOD CONDUCT CERTIFICATE for free, but it will only be valid for three months.

All upto you where you want apply.

Hey whats the process of my family in kuwait applying for the certificate in person? My father in law went to the MOI and they said you have to contact the embassy in Canada.

I think the headquarters was in Dajeej Farwani, but they have recently moved to MOI Mishref.

If your civil ID is not valid, you must apply to the Canadian Embassy in Ottawa by email at goodconduct@kuwaitembassy.ca. First, all soft copies (Civil ID/Work permit/Latest Passport, your most recent photo with the backside stamp of the photographer, IRCC letter all in JPG Format) and then hardcopies together with bank draft $120 in the name of Kuwait Embassy with return postal UPS envelope. It will probably take two weeks to receive a GOOD CONDUCT CERTIFICATE that is good for three months OR a Kuwait PCC that is valid for six months or a year, depending on the embassy.
