Out of curiosity, are the IRCC processing times reliable or just a rule of thumb? It seems like there are quite a few people in this thread getting their PPR much sooner than what the IRCC time suggests for Outland family sponsorships as it says there is still approximately 5 months left until decisions and 23,600 people ahead.

Those processing times and numbers are just a rule of thumb, one must expect it to take that long, ideally as a rough estimate, as that is what IRCC's current service standard is.

Each case is unique of-course, but it does seem certain outland spousal sponsorships are being processed start to end in only a few months time. Keep in mind those numbers from IRCC are basically just a ballpark number as they ask you only the month and year of applying and not the exact date so they are just giving you an average idea, in other words there may not be exactly 23,600 people ahead of you... no way! But you can expect there are that many average applications in progress at a given point of time.

You already know this, after all, hope makes the world go round. Let's hope for faster processing times for all!
