Hi,

I have experience of 18 years in I.T/ Software Engineering field ( SAP ERP implementation) and I am 42 years old. I calculated my CRS score and this comes around 438.

Currently, I am in Toronto on Work Permit & I will be completing my One year in Sept-2020 & then I will be eligible to apply in the Canadian experience class.

Is 438 a good score to get a PR?

I know was June-2020 the CRS cutoff was 437 but will this remain that low till Sept-2020

I don't think any of us can answer that question.

Right now EE scores have dropped dramatically for CEC applicants because IRCC has halfted draws for FSW applicants. We don't know how long this is going to last.

Once FSW draws resume, it's expected the scores will rise again to the 470 range.

If FSW applicants still aren't being drawn in September, then your score may very well be good enough. If FSW draws have resumed by then, your score will most likely be too low. Unfortunately very difficult to guess.
