ABS it is not mandatory to select visa office. This is more pertinent for applicants outside Canada, who need to indicate specific VO applicable for their country of residence.

I filled out my application while i was in Canada. I have now returned to Europe. Is that an issue at all?

It will not be a problem. You can request for a file transfer to your local office after Medicals or PPR, as it would be difficult to send your passports to Ottawa office. Follow the thread below.

Then how come they charged you $1,650? Correct me if I am wrong, but isn't it $550 for you, $550 for your wife and $150 for your child? Did you receive AOR yet?

Now that you mention it, you are right. Didn't realize this earlier..

Charge shows up as $1,650 and for CITIZENSHIP & IMMI. I am now worried that this could be a fraudulent charge.

Interesting, if the charge showed up with the name you provided, it looks legit. May I ask when you filled up the payment form, did you by any chance put applicant and dependent x2. I don't have that form handy ATM, but that could be a reason.

I just checked my scans, and by mistake I put x2 for each applicant over 22 years of age, when I should have put x1 there and x1 for under 22. Total fees should have been $1,250. How do I get the fee refunded? I feel like an idiot. :( Doesn't CIC check before processing fees?

Aah, there you go. Don't worry, mistakes do happen.

From CEC instruction guide:

Payment issue: Overpayment

CIO will:

start reviewing your application, and
send you a refund as soon as possible.
Note: You do not have to request a refund, it will be done automatically.
