that is very much a possibility because they have to pull out your old UCI number and link all your current details to that number. I think the same thing happened to me too and so my PER was delayed by 2 weeks (compared to majority of the applicants who applied on the same date). But of course I cant be 100% sure that this was the reason.pushpita said:

The spreadsheet is just a reference, your NOC got CAPPED on around Nov, 7th, last one that updated the SS saying that was charged happened on Nov, 10th... But lets say that you've used DD, it is taking longer than CC to get charged.... If you got an e-mail with the UCI number and it is showing "In Process", it means you are under the list of lucky people under the Positive Eligibility Review (the acronym for it is PER)and now you're being part of the immigration process. The PER doesn't mean you're already approved, but that they are finally analyzing your process.
