Did you try to create an online account and link your paper application?
You may raise a case specific enquiry because processing times are way passed:
http://www.cic.gc.ca/english/contacts/web-form.asp

I don't know my ID number and the client, im just asking how long it will take?
No body can answer this question, if the processing time is 3 weeks and it's been 50 days then there is something wrong , to submit the web form you do not need those numbers , only correct name , date of birth and an email.

I linked it, they told me success!
By the meaning they will respond in 24 business days!! Is that normal?

Success on submitting the form or did you create an account and linked your paper application?
If you have an account , you will be able to see your application status.
Usually they respond to the web form within days if the processing time is passed.
try to create an account, if you have not done so :

click on : Continue to GC Key
Click on :Sign up in the next screen and follow instructions .After that you can log on into your account and "Link" your paper application to be able to see the status online.
