CHC is doing abnormal things... I was surprised to see a letter on some forum.. where VO has written a detailed letter back, point by point, saying that the factors mentioned in applications does not prove that how applicant will be able to survive in canada... e.g. Her relation was in some other city and she intended to settle somewhere else as per application... so VO raised concern how they can support you in setteling there etc......
Just, if 'substitute evaluation' could be avoided. This means that you got 67 or more points but VO is not satisfied that you could settle in Canada economically. There are cases esp when you have more than 15+ years experience.
