I want to know if Job Vacancies in IT for french speakers demand native french speakers or immigrants who are fluent in french are equally eligible for the job?

I have been on a job hunting spree which ended recently and I reside in Montreal, Quebec. From the limited experience I have looking for jobs in IT, all I can say is the employers ask for working knowledge of french irrespective of the fact that you are a native speaker or not.
