Job offer : Francophone Mobility Program vs Express Entry

My girlfriend has just moved from Belgium to Ottawa through the Francophone Mobility Program.

Question: Can his job offer obtained under the Francophone Mobility Program be used for "Express Entry"?

If no , Why? Tell me more pls.

Not immediately since the work permit she is under is LMIA exempt. She will need to work in Canada in that job for a full year before she can claim the 50 job offer points under Express Entry.
