Most of the job says below in their circular in job bank.

"Anyone who can legally work in Canada can apply for this job. If you are currently not authorised to Work in Canada, the employer will not consider your job application."

Will we be able to apply for these from out side of Canada?? Appreciate your suggestion here.
Of not then how we will manage a job to get the PR.
 
No you can’t apply as you are not authorized to legally work in Canada. Getting a job without authorization is next to impossible. Employers don’t want to go through the process as it costs a lot of money and time. Employers need to apply for a LMIA and prove no Canadian or PR could be hired. This takes months and then if employer gets a LMIA, you can apply for a closed work permit. Most people focus on getting PR first and then they can apply for jobs.

In that case how to get PR for Yukon, Atlantic or R/N program as these programs required job confirmation to apply for the PR.

Those are different programs. You need job offers and they all have different eligibility requirements. Research each program. For example for the Atlantics provinces, the employer needs to be a “designated employer” by the government and has shown they can’t hire anyone local. The R/N programs are by community and they have specific needs/NOCs. For many who receive PR from those programs, they already are working in Canada on work permits.

You have to find a rare employer who is willing to hire someone who can't work in Canada and go through the time and expense of trying to hire them.
