Job experience points

Hi,

I have a summer research internship from when I was a student (full time internship) + almost 3 years of work experience which will put me above 3 years total sometime this year which I need to be above the likely points threshold. Do I need it to be >= 3 years (if I'm going to claim that) at the time of the selection or can it be at the time of the documentation submission?
