Job Apply through Job Bank

I have submitted my application and created job bank account to apply job. Should my spouse need to create another account to apply job for him with the same application number?

I am currently in the express entry pool I have an LMIA and job offer, do I still need to register with the job back for Express entry purposes?

If there is no chance to get a job offer through Job Bank, then why it is there?

From my understanding, jobs posted on Job Bank are not specifically for foreign workers. They're meant for the general public, meaning citizens and permanent residents. If you don't have PR yet it's going to be very difficult.
