In my experience, many jobs, especially ones that require supervision, the management already knows who they want to promote. However, they're required to advertise job openings. It wastes time for many people, including HR and hiring managers. However, it gives others a chance to apply and interview. It might bring outside and internal prospects into the picture that management never thought about.
I've been on several interviews where I've been told they have an internal candidate they will probably hire. It makes me angry.... but I know they are required to interview X number of people. I even offered to be the extra warm body to interview for my manager before when an undesirable position came open and they only had 2/3 required interviews.
