I applied on jan 25 th and received their first reply March . A year now and their sent my husband an email to request him filling again the background declaration forms and another police certificate , anyone who ever go through this please reply to me and give me any idea what will be next coz their gave us a date we need to submit it and if not it’s will be considered rejected ...

Because over a year has passed they need to update these documents. You need to have them in so they can continue processing, and hopefully finalize in the near future.

One way to look at it is, "Yes, they have took your application now."
Now they see that the certificates/forms are old, they may request you for the same again (including medicals). So, please try to get them asap and send it to them. If it takes more time than they asked, send them the ones which you can collect and add a letter explaining the situation and requesting for more time to submit the rest.
